While the U.S. development agenda emphasizes increasing local food production in developing countries, the trade agenda pushes in the other direction, aiming to double U.S. exports—including those of agricultural goods—in the next five years. Just as developing countries work to rebuild local agricultural systems weakened by decades of cuts in agricultural extension services, credit and other public services, they are facing increasing pressure to open their markets to U.S. goods, which could result in floods of cheap imports that undermine local food production.
